General Crist. Based on the recent audit of UCF by the Auditor General, we suggested that &lt;strong&gt;Crist look into UCF's intention to violate Florida Statutes&lt;/strong&gt; and review the process and control of information by UCF staff for the stadium amendment. This issue is under the Governor's influence. Therefore, we would encourage any of you to write to Gov. Bush about your experience and tell if you felt this process was adequate or manipulated.&lt;br /&gt;&lt;br /&gt;The Honorable Governor Jeb Bush, Fax 850-488-9578, or email: &lt;a href="mailto:jeb.bush@myflorida.com"&gt;jeb.bush@myflorida.com&lt;/a&gt;&lt;br /&gt;&lt;br /&gt;John Hitt is on record in today's Sentinel about the Medical school (and recently in the editorial page) that he understands how working together provides for a more productive outcome. However, &lt;strong&gt;he is also on record saying he had no intention of working with the neighbors even if he had the chance to do it over&lt;/strong&gt;. We need to make sure the Governor understands that no matter how willing we were to have a dialogue, it is completely under UCF's control to make that happen. We want to recognize the many hours you spent in meetings, collecting signatures, writing letters to the local print media, contacting local electronic media and attempting to have dialogue with the BOT.&lt;br /&gt;&lt;br /&gt; When we look back over our efforts, all were not in vain.  The Governor's Cabinet did require the university to submit a Major Amendment to the Master Plan which delayed the construction of the stadium for at least a year.  Perhaps we helped to educate those at the beginning levels of their journalistic careers to investigate every side of an issue, not something the more seasoned Sentinel was willing to do except in a cursory fashion.&lt;br /&gt;&lt;br /&gt; Each of us will take our own lessons from this experience.  The one I believed, but did not know from personal experience was that there is power in numbers.  If the Coalition ever has to deal with an issue again, we must find a way to get those affected more involved.  In the end, differences will be made only if enough people are willing to stand up, be counted and be heard.  Each of you did these things.  You are to be commended.&lt;br /&gt;&lt;br /&gt; Thank you again for your time and efforts.  We met many wonderful people, willing to give of themselves.  &lt;strong&gt;Always remember we have recourse at the ballot box.&lt;/strong&gt;  Most of the people who put this system of the BOT in place are still in office today.  They voted for the rule that made it more difficult for an ordinary citizen to challenge a university.  The system that set up the BOT was done so by Governor Bush, his cabinet and the legislature, perhaps, a letter telling of your experience under this new system would be enlightening. These reports were not posted to UCF's website until the morning of 11/9/05 just prior to the Public Hearing.  UCF staff contacted the agencies to correct the deficiencies without allowing the public to be aware of the concerns.  It is our opinion that due to the depth of the DCA report some information could not possibly be complete.  We will investigate and provide information as to how UCF addressed densities, intensities of land use, and compatibility without completing additional studies.  Stay tuned!  These are excerpts from the planning type agencies.  You may read their reports at www.fp.ucf.edu under the archives for the Amendment.&lt;br /&gt;&lt;br /&gt;The Department of Community Affairs, state land planning agency, “identified issues regarding the lack of supporting data and analysis regarding transportation and parking, land use compatibility, consistency with the land uses and intensities of use allowed on the Future Land Use Map of the Campus Master Plan, and long term stadium facility planning.”  They specifically stated the data does not support the information provided and more importantly land uses around the stadium “may potentially be adversely affected by the football stadium (particularly the residential uses located north...and to the east).”&lt;br /&gt;&lt;br /&gt;Seminole and Orange County Commissioners zoned our communities as single-family housing based on comprehensive plans which consider university planning documents.  Seminole County never zoned a single-family community next to a facility of this size (45,000-seat stadium, expandable to 65,000 seats). UCF is required to notify the counties if those plans are inconsistent with the university’s future plans.  UCF never raised a concern as these residential communities were built around the north end of campus.  Orange County has cited specific changes are needed and requested that “the findings from the numerous public outreach efforts” be included in the amendment.  &lt;br /&gt;&lt;br /&gt;East Central Florida Regional Planning Council agreed with UCF documents that indicated “the northern site is not compatible with surrounding land uses”, stating “Single family subdivisions are possibly the most sensitive type of land uses with regard to activities occurring around them.  Any land use that is substantially different, particularly one of greater intensity, is often perceived as lessening the desirability of a neighborhood and consequently its property values.”&lt;br /&gt;&lt;br /&gt;Football stadiums built in the last 15 years required a minimum of 4 years to plan and a maximum of 8 years, yet UCF staff anticipated they could build a state of the art facility in less than 2 years from the time they announced the idea and at lower cost than has ever been built. DCA, as the state land planning agency, has written comments to the University of Central Florida's Campus Master Plan Amendment featuring the proposed on-campus football stadium.  They have specifically noted that the traffic and parking studies do not adequately support UCF's Master Plan or address weekday events.  Included in the comments are the issues UCF did not address: compatibility with residential communities; impacts on the surrounding neighborhoods for noise, lights and fire/rescue services; and intensities/densities of land use.  &lt;br /&gt;&lt;br /&gt;Many of DCA's comments take issue with the documentation provided by UCF as being below acceptable professional standards and methodologies or non-existent.  We appreciate the state's efforts to offer professional planning experience by looking at the entire project and all subsequent impacts of this structure.  Once the stadium is built, the impacts will be permanent, and the room to expand must be considered before it is approved.   We would like the neighbors of UCF's surrounding communities to attend the Public Hearing scheduled for Nov. 9th, 1:00 PM (www.BOT.ucf.edu) to show support and share concerns.  This Board will make the determination of the location on campus, implement any future policies and therefore, may control the future impacts to our homes.&lt;br /&gt;&lt;br /&gt;The Coalition of UCF Area Homeowner Associations has worked hard to bring to light the long term issues, so that they may be addressed in a public forum.  We have collected over 1,200 signatures from residents in Orange and Seminole county who would support a location on the southern side of campus. Our community did not oppose UCF building North Orion Road.  Nor did we oppose a 10,000-person convocation building, UCF baseball stadium, multi-story student housing, nor parking garages all in the north.  We have cooperated with UCF.  &lt;br /&gt;&lt;br /&gt;Some Fast Facts: For over 15 years, UCF athletics were built on the South part of campus. Since collegiate activities were moved to the north end of campus in 1995, UCF never publicly disclosed their intention to build an on campus stadium - until this year shortly after their 2005 Campus Master Plan had completed the required review process in 2004.&lt;br /&gt;&lt;br /&gt;&lt;a href="http://photos1.blogger.com/blogger/1383/1330/1600/DSCF03131.JPG"&gt;&lt;img style="float:right; margin:0px auto 10px; text-align:center;cursor:pointer; cursor:hand;" src="http://photos1.blogger.com/blogger/1383/1330/200/DSCF03131.JPG" border="0" alt="" /&gt;&lt;/a&gt;Responding to us, the Florida Cabinet stopped the north campus football stadium and ruled that the Major Amendment Review process must be complied with, which means our reviewing agencies must consider “compatibility” of a stadium with the surrounding, pre-existing communities and hear from the public in order to make appropriate comments to UCF.  &lt;br /&gt;&lt;br /&gt;Seminole County Commissioners originally zoned our communities as single-family housing based on comprehensive plans to include university-plans.  Now UCF is changing their original plans.  Our Commissioners must comment on the “compatibility” of the new north campus stadium with our community. Many affected residents were in attendance. The university went through the same information they have said in the past. Residents raised very specific questions which UCF Administration refused to answer on the record. That was by their own design. They are on the record stating they will not change locations, raising the question, "Are they mocking the Governor and Cabinet's Final Order to go through the Master Plan requirements for a major amendment?"&lt;br /&gt;&lt;br /&gt;There were six Board of Trustees present and some were concerned by the information that was presented. We had representatives from some of the reviewing agencies present as well, and a few members of the media. The communities were well represented with almost everyone stating that they were only opposing the location. A few supporters made fun of our comments as if they were irrelevant. None of them live in this area or will have to deal with the impacts of this facility and the threat of reduced property values. Everyone who spoke in support of the university proceeding with their plans provided no basis to support the north location. In other words, since they only spoke in favor of an on campus stadium, their wish would still be applicable if it were built in the south.&lt;br /&gt;&lt;br /&gt;It is only UCF's Administration that insists on the north location, with little or no regard for the communities' concerns. They claim they can provide state of the art technology that limits the noise and lighting impacts to the surrounding communities. They have never produced studies to confirm to what degree these impacts can be controlled nor the cost associated with this technology. In fact, at previous meetings, Mr. Newman, Dir. of Facilities Planning, stated this information would not be available until they completed the design phase, long after the approval process by the Board of Trustees. Mr. Orsini, Athletic Director, claims the requirement to be compatible with the local community was only one point they considered and one which they determined was not possible with the north location. He also didn't realize it is part of state law. Mr. Merck, VP of Administration &amp;amp; Finance, claims they only have to comply with the host comprehensive plan. Dr. Hitt, President, and Mr. O'Leary, Football Coach, were not in attendance.&lt;br /&gt;&lt;br /&gt;Some of the questions presented are listed below:&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;/span&gt;&lt;ol&gt;&lt;li&gt;&lt;span style="color:#99ffff;"&gt;Why are internal adjacencies taking priority over external community concerns? If the community is willing to support your efforts to build an on campus stadium in the south, why are you refusing to relocate this facility? Why are you not willing to work with us?&lt;/span&gt;&lt;/li&gt;&lt;li&gt;&lt;span style="color:#99ffff;"&gt;Why are athletics given priority for the north site for 5-8 games when residents in surrounding communities are impacted by every single event scheduled for the stadium? Why can’t Intramural fields be placed at several sites on campus? Isn’t it more cost effective to relocate a few intramural fields, like a ropes course, rather than rebuilding existing collegiate practice fields that were just built where the stadium is now proposed? &lt;/span&gt;&lt;/li&gt;&lt;li&gt;&lt;span style="color:#99ffff;"&gt;Should the scheduled events not generate sufficient revenues, what actions are planned to cover the deficit? What assurance does the surrounding communities have that any limitations will be placed on the number, type, and time of scheduled events to be held at the stadium?&lt;/span&gt;&lt;/li&gt;&lt;li&gt;&lt;span style="color:#99ffff;"&gt;How did UCF determine that the north location was compatible with the surrounding community? (A requirement of F.S. 1013.30 and Sec. 2.4, Goal 1 of UCF's 2005 Master Plan) One must wonder where the stadium would have been located had the proposed technology to build it not have been developed for another two years and the master plan adopted in December 2004 had been followed?&lt;/span&gt;&lt;/li&gt;&lt;li&gt;&lt;span style="color:#99ffff;"&gt;Why has UCF rushed every process of this project to meet unrealistic schedules?&lt;/span&gt;&lt;/li&gt;&lt;li&gt;&lt;span style="color:#99ffff;"&gt;How can a six story commercial property be compatible with the surrounding community of single family residences only 1,400 feet away?&lt;/span&gt;&lt;/li&gt;&lt;/ol&gt;&lt;p&gt;&lt;span style="color:#99ffff;"&gt;Please continue to stay aware of the progress of this effort and don't be afraid to communicate with Board of Trustees (who approve this Master Plan Amendment), reviewing agencies, especially your county commissioners, and letters to the Editor. We can make a difference by raising the public's awareness. Dr Hitt “volunteered” to do so and now we have an opportunity to prove to the Board of Trustees that there is a right way to do this so everyone can share in the excitement on game days, instead of dreading the problems and concerns we will deal with if the Stadium is built in the current proposed site.&lt;/span&gt;&lt;/p&gt;&lt;p&gt;&lt;br /&gt;&lt;span style="color:#ccffff;"&gt;All of the problems created by the north location either disappear completely or are greatly diminished. To support the south location is to confirm with the university, appointed and elected officials, that&lt;/span&gt;&lt;span style="color:#ffcc00;"&gt;&lt;strong&gt; we are concerned about our homes, families, and quality of life. &lt;/strong&gt;&lt;/span&gt;&lt;span style="color:#ffcc00;"&gt;&lt;strong&gt;UCF Administration does not believe we care enough to take action. If you are concerned with eminent domain issues, and governments who are unaccountable, this is certainly the time to speak out&lt;/strong&gt; &lt;/span&gt;&lt;span style="color:#ccffff;"&gt;and show that we can support the university it they are willing to support us. Here is what has happened in the last couple of months. &lt;/div&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;p&gt;&lt;/p&gt;&lt;/div&gt;&lt;div align="justify"&gt;The plans for the stadium was put on hold because Jeb agreed with the citizens; UCF should have put the stadium in in their master plan. So now UCF has to go through the process of having more public hearings and ammend their "Master Plan." &lt;/div&gt;&lt;div align="justify"&gt;&lt;p&gt;&lt;/p&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;Tbe effort to require more studies about the environmental impact was defeated. &lt;p&gt;&lt;/p&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;Now we move into the round of public hearings. There are two coming up:&lt;/div&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;div align="justify"&gt;&lt;p&gt;&lt;/p&gt;&lt;/div&gt;&lt;div align="justify"&gt;July 12, 7-9:00 PM UCF will host an Information session in the lobby of the Visual Arts Building. It will be a poster session where UCF staff will stand by each poster and answer individual questions. Incompatibility with residential neighborhoods&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;&lt;br /&gt;o Most homes are owned&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;&lt;br /&gt;o Price range of homes ($200,000-$500,000 +)&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;&lt;br /&gt;o Neighborhood residents are considered permanent, students are transient (2-5 years)&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;o Homes and apartments located near southwest location are rentals&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;&lt;br /&gt;o Southwest location is bordered by much commercial property, which is the same height as proposed stadium&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;2. Parking/Transportation Issues&lt;br /&gt;o Southwest location is bordered by many commercial buildings that have large parking lots, not used on the weekends or evenings. This would allow for “foot traffic” to the stadium without the need for shuttles (as the north site will require)&lt;br /&gt;&lt;br /&gt;o Rouse Road and parts of McCullock are two lanes (UCF administration has said that those roads would not be used but those of us who travel them on a regular basis know otherwise. They are already being used as a “cut through” to avoid University Blvd.)&lt;br /&gt;&lt;br /&gt;o There has been a drastic increase in the use of McCullock near University Estates and when Tanner is completed, it is predicted that there will be much more.&lt;br /&gt;&lt;br /&gt;o UCF officials are working on a plan for parking and transportation issues but the plan should be available to trustees prior to approval of the site, not after. The trustees should be convinced that residents living close to the north site will not be adversely affected by parking and transportation problems before they approve of the site.&lt;br /&gt;&lt;br /&gt;o UCF administrators have indicated that off duty officers will be employed to assist with traffic flow to the campus. However, the officers will be at intersections. What about the roads leading to the intersections? Who will monitor parking on Rouse, McCullock, Lockwood, etc. and side roads? There will be fees to park on campus so many will try to avoid parking fees.&lt;br /&gt;&lt;br /&gt;o The practice/inter-mural fields will not hold 45,000 people, but a stadium will. Is this more people than are present on campus at one time during regular operations? There are about 6,000 employees at the University and nearly 40,000 students enrolled, but they are not all in attendance at the same time throughout the day.&lt;br /&gt;&lt;br /&gt;o UCF’s traffic study compared traffic on weekdays with proposed traffic on game days and other possible events were not included. Nor have I had very many dealings with the students. The rude and aggressive comments on the blog left me with a very bad impression of students at UCF. Recently, I had to go on campus and visit several facilities. I was pleasantly surprised by the students that I encountered. They were extremely helpful and polite when approached. This I have to admit was not at all what I was expecting after reading the rude remarks made on the blog by the "football fans."&lt;br /&gt;&lt;br /&gt;Recently, the property of several of the organizers of the UCF Neighborhood Watch were vandalized. While there is no proof of a connection between the football stadium mania and the vandalism, it seems an odd coincidence that the vandelism happend to the most vocal opponents of the stadium within a short period of time.&lt;br /&gt;&lt;br /&gt;It is for that reason that we ended allowing the comments to be posted on this blog. The bottom line: we are concerned about our safety. It is not that we are opposed to your views. The vandalism will not silence us from expressing our concerns. This is our right.&lt;br /&gt;&lt;br /&gt;&lt;span style="color:#ffcc00;"&gt;&lt;strong&gt;It's too bad that a few overly zealous fans have to ruin it for everyone. What we basically have here are two neighbors that have lived beside each other but have never really gotten to know each another. UCF did its thing and we, the neighboring community, did our thing. Each co-existed with relatively few problems or encounters. But the stadium changes all that and now we are dealing with the reality of a 40,000 student-population that is eager to build a stadium.&lt;br /&gt;&lt;br /&gt;UCF, in the past, has been able to grow, change, develop, modify, enhance and do what ever they wanted to do to their program without much resistance from the community. Linda Dorian and Sue Eberle are two local residents that have kept a vigilant eye on UCF's growth issues, (much to UCF's disliking) while the rest of us went about lives and didn't worry much about issues because it didn't seem to matter. UCF has had a habit of NOT involving the public in the decision making process because it didn’t seem relevant or necessary. Every one was happy.&lt;br /&gt;&lt;br /&gt;Now all of a sudden, they are forced into a position that requires public and political input into this process. According to &lt;a href="http://search.myflorida.com/query.html?qt=1013.30&amp;x=16&amp;amp;y=8"&gt;Florida Statue 1013.30 &lt;/a&gt;this is something they were &lt;em&gt;supposed&lt;/em&gt; to have been doing all along, but because nobody really cared, it never was much of an issue. The Statue requires the university to have their plans reviewed by various &lt;em&gt;governing bodies&lt;/em&gt; when their plans cause a 10% increase in impact on the surrounding area. Governing bodies would include the County Commissioners for Seminole and Orange, the &lt;a href="http://sjr.state.fl.us/"&gt;St. John Water Management &lt;/a&gt;Board, the&lt;a href="http://myfwc.com/"&gt; Fish and Wildlife Commission&lt;/a&gt;, the &lt;a href="http://www.dep.state.fl.us/"&gt;Florida Department of Environmental Protection&lt;/a&gt;, the &lt;a href="http://ecfrpc.org/Main/Main.asp"&gt;East Central Florida Regional Planning Council&lt;/a&gt;, the &lt;a href="http://www.dot.state.fl.us/Safety/ped_bike/ped_bike_reports.htm"&gt;Florida Department of Transportation&lt;/a&gt;, etc. &lt;em&gt;(Call them up and see if UCF has reviewed their stadium plans with them.) Fire, trash, traffic, water usage, pollution etc, all these things are supposed to be addressed with groups outside of the university.&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;UCF has never really had to do this before because no one was really paying attention and nobody care. A 45,000 seat stadium is going to have a major impact on our community and the surrounding area in general no matter how they try to sugar coat it. And it's hard to slip something that big under the radar.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;So what does UCF do?&lt;/strong&gt; They hold informal hearings for the local residents and in the mean time they use their good 'ol boy network to introduce a bill that will take them out of the hot seat by modifying the statute so that they won't have to consult government agencies concerning their growth issues in the future. And they won't have to worry about community input because it won't be required any more. Dean Cannon&lt;/a&gt; is proposing the House bill and &lt;a href="http://www.flsenate.gov/Legislators/index.cfm?Members=View+Page&amp;amp;LastName=Constantine&amp;District_Num_Link=022&amp;amp;Title=%2D%3ESenate%2D%3EConstantine%2C%20Lee&amp;Submenu=1&amp;amp;Tab=legislators&amp;amp;chamber=Senate"&gt;Senator Lee Constantine &lt;/a&gt;is proposing the Senate bill. (It might be interesting to look at their campaign contributions and see if there is a "non obvious” connection.)&lt;br /&gt;&lt;br /&gt;Right now, it looks like the &lt;em&gt;“in-my-back-yard”&lt;/em&gt; stadium is a&lt;strong&gt;&lt;em&gt; "done deal."&lt;/em&gt;&lt;/strong&gt; If UCF can rush this through, they can avoid dealing with government agencies that might interfere with their plans. When this Statue gets changed, it won't be an issue when they want to increase it from 45,000 seats to 60,000 seats. The "informal" community hearings will serve as polite "gripe sessions," and they'll hand out a few free tickets and that will be it.&lt;br /&gt;&lt;br /&gt;As a community, we allowed UCF to grow unchallenged, with exception of a small handful of people. We co-existed without any major problems until the stadium came along. The following highlights are our best understanding of the “facts” contained in that briefing and the supporting C.H. Johnson Consulting “Market and Financial Feasibility Analysis,” and the Gameday “Transportation and Parking Concept Plan.” The “Traffic Impact” study by Post, Buckley, Schuh &amp; Jernigan, Inc. was NOT completed for the presentation to the Board.&lt;/div&gt;&lt;div align="left"&gt;&lt;p&gt;&lt;/p&gt;&lt;/div&gt;&lt;div align="left"&gt;&lt;strong&gt;UCF Operating Assumptions:&lt;br /&gt;&lt;/strong&gt;Six football games on average are planned a year. Other events are possible.&lt;br /&gt;Note: One of the two reasons John Hitt cited for his rush to build the stadium is that UCF hopes to have 7 home games in the 2006 season. &lt;/div&gt;&lt;div align="left"&gt;&lt;br /&gt;Note: As an example of Other events, the Papa John Cardinal Stadium at the University of Louisvile, (the one UCF and Johnson continuously cites) needs to be considered. That stadium averaged SEVENTEEN each year since 1998. This includes Soccer (40,000 each), Concerts (40,000 each), 4 High School playoffs (30,000 each), National Women’s Football Association Superbowl, 3 Band competitions, Billy Graham Crusade, and even local High School games (Johnson, Section 4, pg 11). The frequency of events at the Papa John stadium appears to be increasing. For example thirteen events occurred in 2003 from just August 22 to December alone (&lt;a href="http://www.louisville.edu/athletics/papajohns/events.htm"&gt;http://www.louisville.edu/athletics/papajohns/events.htm&lt;/a&gt;).&lt;/div&gt;&lt;div align="left"&gt;&lt;br /&gt;Initially the stadium will seat 45,000 fans expandable to 65,000. Expected average football game attendance is projected to initially be 23,000 and rise to 25,900 by 2010. &lt;/div&gt;&lt;div align="left"&gt;&lt;br /&gt;Note: In 2004 UCF averaged 19,952 people at UCF football games. &lt;/div&gt;&lt;div align="left"&gt;&lt;br /&gt;Note: At the projected 45,000-seat capacity, these figures include 7000 students and 4751 “accredited” patrons (there has been as many as 10000) who attend the game for free. &lt;/div&gt;&lt;div align="left"&gt;&lt;br /&gt;Note: The other 35000+ students who DO NOT regularly attend games are FORCED to pay “a substantial athletics fee to UCF per semester based on their total number of credit hours” to subsidize these activities (Johnson, Section 5, pg 7). Student fees, $11,377,391, accounted for more than 10 times the Association revenue from game tickets, $1,167,944 (UCF Athletic Association, June 30, 2004). &lt;/div&gt;&lt;div align="left"&gt;&lt;br /&gt;Johnson Consulting expects an initial $40.6 million expenditure and continuing $4.466 million annual expenses (rising to $4.89 million in 2015). The initial stadium expense will be covered with a $42 M bond. &lt;/div&gt;&lt;div align="left"&gt;&lt;br /&gt;Note: Using a 6 game season to cover the annual expenses UCF would need to make $777,333 per football game! According to Orsini, the Citrus bowl costs UCF only $50,000 a game.&lt;/div&gt;&lt;div align="left"&gt;&lt;br /&gt;Note: NCAA reported in 2003 that 100 of the Division I-A football programs operate at a deficit ranging to over a $Million per year. UCF Athletic Association also reported a decrease in net assets of $182,659 in 2004. &lt;/div&gt;&lt;div align="left"&gt;&lt;/div&gt;&lt;div align="left"&gt;Note: The other reason John Hitt cited for his rush to build the stadium is that steel prices were going up. Trustee Rosen, citing a $300 Million hotel initiative, disputed this. Essentially, he stated that steel prices will probably go down as China’s efforts associated with the Olympics is coming to an end. Further, he indicated the price of steel was not a rationale on which to base a decision, but rather expected gain.&lt;/div&gt;&lt;div align="left"&gt;&lt;br /&gt;&lt;strong&gt;Stadium Architecture:&lt;br /&gt;&lt;/strong&gt;No written architectural briefing was distributed but statements indicated the first level of the stadium would be 60 feet high. The six lighting stands appear to be more than twice that height. A huge UCF marquee and separate clubhouse rise above the stadium. The Seminole Chronicle indicates that the stadium has a 25-acre footprint. The 20000-seat expansion would apparently add to that height and stadium diameter.&lt;/div&gt;&lt;div align="left"&gt;&lt;br /&gt;Note: The Papa John Cardinal Stadium resides on a 100-acre site.&lt;/div&gt;&lt;div align="left"&gt;&lt;br /&gt;&lt;strong&gt;UCF Statement on Traffic:&lt;br /&gt;&lt;/strong&gt;No written traffic impact study was given, only a few summary slides. Gameday expects an additional 11,802 vehicles for a football event. That impact was shown only on a Saturday and contrasted with daily general traffic loads and not an hourly level of traffic on specific roads.&lt;/div&gt;&lt;div align="left"&gt;&lt;br /&gt;Note: Events on weekdays were not shown. Televised games can occur on any day of the week.&lt;/div&gt;&lt;div align="left"&gt;&lt;br /&gt;Note: Further, events other than football were not shown. Events at Papa John Stadium have involved near or at maximum capacity crowds, which had a significantly different demographic makeup than a football crowd. Gameday estimated UCF football crowd included 7000 UCF students who would walk to the event. Papa John Stadium has hosted other events listed above that one can expect that most if not all the attendees would require vehicles. That would raise the likely vehicle count to somewhere near 15,000, if the 3 people per car rule still holds.&lt;/div&gt;&lt;div align="left"&gt;&lt;br /&gt;Note: When the complete traffic impact study is released, if it does not contain expected Peak Hour traffic impacts on specific roads and intersections for Saturday as well as days other than Saturday and include other events, then it would be highly unusual and without precedent.&lt;/div&gt;&lt;div align="left"&gt;&lt;br /&gt;&lt;strong&gt;UCF Statement on Parking:&lt;br /&gt;&lt;/strong&gt;Gameday reports a total of 14,754 parking spaces available, which includes non-event spaces and 2,273 event spaces in the Research Park (a 20 minute walk according to Gameday) that are controlled by UCF, but apparently not dedicated resident student parking. They plan on charging $5 to $15 for cars and $25 to $50 for RV’s per space (Johnson Consulting, Section 5, pg. *). Spaces are grouped into four categories: &lt;/div&gt;&lt;div align="left"&gt;&lt;br /&gt;Note: The Gold zone on the Northeast side of campus has 2156 planned spaces. Relatively few actual paved parking spaces currently exist there. Cutting down the trees along McCulloch approximately from across the Carillon Bell Tower all the way to the entrance of North Gate apartments makes 1000 of those proposed parking spaces possible. Parking along North Orion constitutes much of the rest.&lt;/div&gt;&lt;div align="left"&gt;&lt;/div&gt;&lt;div align="left"&gt;&lt;/div&gt;&lt;div align="left"&gt;The parking zones on the west and south of campus and the Research Park have the most existing parking spots available, respectively, 3,805, 2,682, and 2,273 for a total of 8760.&lt;/div&gt;&lt;div align="left"&gt;&lt;br /&gt;Note: The study does not consider parking on off-campus roadways. These roadways are essentially free and much closer to the stadium than Research Park and most other existing campus parking.&lt;/div&gt;&lt;div align="left"&gt;&lt;br /&gt;&lt;strong&gt;Location and Alternative Stadium Locations:&lt;br /&gt;&lt;/strong&gt;Orsini’s recommended Northeast location for the stadium moves softball fields and parking lots into previously designated areas for Academic Research. There is no discussion of alternative sites and only one flawed slide showing three sites that were considered. Limited discussion is given at &lt;a href="http://www.stadium.ucf.edu/faq.html"&gt;http://www.stadium.ucf.edu/faq.html&lt;/a&gt;. The web discussion states the SW location “lacks parking,” which is completely contrary to findings of Gameday.&lt;/div&gt;&lt;div align="left"&gt;&lt;br /&gt;&lt;strong&gt;Final Comments:&lt;/strong&gt;&lt;br /&gt;The feasibility study did not address the likely adverse impacts on the surrounding communities identified by Harvard and other studies. This stadium will be FAR more than just a football stadium, rather a mass event center or a centerpiece for a commercial Sports complex. The FL 1013.30 paragraph 6-8 process needs to be followed.&lt;/div&gt;&lt;div align="left"&gt;&lt;br /&gt;The open space and recreation space in the Southwest part of the campus is by far the largest and most promising location for such a stadium. As least three and as many as four potential 25 acre sites exist in the SW portion of campus. UCF’s own web page states that this area is the best for keeping lights and noise away from neighbors. &lt;/div&gt;&lt;div align="left"&gt;&lt;br /&gt;Geographically the center of where those students live is likely on the southwest side of campus. 39048 live off campus. Only 3789 students (Gameday, Venue Model) out of 42, 837 (Johnson, section 5, pg2) live on campus and almost all of them live in the south part of campus. If UCF is attempting to promote walking, then the SW side of campus is the best situated.&lt;/div&gt;&lt;div align="left"&gt;&lt;br /&gt;The fields in the SW part of campus may also be used for parking. Abandoned lighted parking lots actually exist there though they are currently being bull dozed. A south campus dirt road leads to Libra and Discovery drive.&lt;/div&gt;&lt;div align="left"&gt;&lt;br /&gt;Finally the SW location borders vacant and partly abandoned portions of the Research Park. UCF could purchase land and/or extend roads directly to Research Parkway, which connections to roads leading to the 408.&lt;/div&gt;&lt;div align="left"&gt;&lt;br /&gt;&lt;strong&gt;What you can do:&lt;/strong&gt;&lt;br /&gt;Contact Seminole County Chairman Carlton Henley and request that Seminole County go on record with UCF Board of Trustees demanding that the process specified in paragraph 6-8 of the Florida Statute 1013.30 be implemented before the stadium or its location is approved.&lt;/div&gt;&lt;div align="left"&gt; &lt;/div&gt;&lt;div align="left"&gt;&lt;/div&gt;&lt;div align="left"&gt;Contact Board of Trustee Chairman Dick Nunis and request that the Board not approve the stadium location but rather charter a committee including representatives from the immediate homeowner associations to identify a better location. The University was very gracious about giving the community ample opportunity to talk. Unfortunately more than half of the Board members left when the public was speaking. Dr. Hitt was kind enough to stay to hear all the concerns. &lt;p&gt;Both sides of the coin were represented. The students and alumni were very eager to have a stadium and offered many compelling reasons why they wanted a stadium. There were quite of few homeowners present who spoke at the meeting. The majority of those who spoke consistently ask for UCF to slow the process down and provide time for public input They also asked for a more accurate feasibility study. The biggest concern was LOCATION, LOCATION, LOCATION. The majority of the HOA'S present asked UCF to reconsider the idea of moving the stadium to the Southwest side of the campus which they felt was a better location for tail-gating, hooking up with 408 or 417, hotels, commercial real estate, Waterford, etc. &lt;p&gt;The really bad thing that came out of this meeting was that the Board approved UCF getting a permit to build the stadium, even before the stadium has been approved. This sent the signal that they have already made up their minds and the public hearings are simply a formality they are going through to appease those who oppose the location. &lt;p&gt;&lt;br /&gt;The design of the stadium itself left a lot to be desired. The architectural drawings show that they are going to build the equivalent of "brick outhouses" all along the back side of the stadium, which looked really tacky. The poor students are going to be exiled to the end zone seats, with bleacher seating and not backs for the seats unless they want to pay for the more plush seating. One student noted that aluminum seats in August get really hot and uncomfortable... &lt;p&gt;The architecture firm that was designing the stadium plans to put a few palm trees around the stadium to create a "buffer" for the noise. &lt;p&gt;There were some excellent speeches which we will post on this blog so you can see some of them. It doesn't really matter, anyway, because they allowed public comment on the rest of the master plan and &lt;span style="color:#ffff00;"&gt;then changed nothing based on that comment&lt;/span&gt;, revealing the entire process to be a sham. &lt;p&gt;&lt;br /&gt;&lt;span style="color:#ffff00;"&gt;Our only hope&lt;/span&gt; of having input is through a hearing before our elected representatives, the &lt;span style="color:#ffff00;"&gt;Orange County Board of County Commissioners.&lt;/span&gt; Commissioner Segal is getting resistance from Mayor Crotty to holdinghearings. &lt;span style="color:#ffff00;"&gt;Crotty says the hearings will be nothing but a "gripe&lt;/span&gt;" session, and there is nothing Orange County can do about UCF's master plan anyway. &lt;p&gt;&lt;br /&gt;&lt;/p&gt;&lt;p&gt;Mayor Crotty is incorrect. UCF is required by statute to enter into &lt;span style="color:#ffff00;"&gt;a development concurrency plan in which they must pay damages to Orange County in mitigation of costs to Orange County that their growth causes&lt;/span&gt;, e.g., to roadways, sheriff's department services, fire services, etc. However, there may be some issues, such as &lt;span style="color:#ffff00;"&gt;threats to public safety&lt;/span&gt; caused by growth inGreek &lt;span style="color:#ffff00;"&gt;housing&lt;/span&gt; and &lt;span style="color:#ffff00;"&gt;by a stadium&lt;/span&gt;, for which monetary compensation is inadequate. &lt;/p&gt;&lt;p&gt;&lt;strong&gt;&lt;span style="color:#ffff00;"&gt;You may not be aware that UCF has the worst record of on campus alcohol abuse of any of the 11 campuses in the state university system, and our families use the same roadways as intoxicated students driving their cars off campus and into the community&lt;/span&gt;&lt;/strong&gt;. UCF is required by law to accommodate and protect endangered species. Surely the lives of our families merit no less protection. &lt;/p&gt;&lt;p&gt;&lt;p&gt;&lt;br /&gt;In instances where monetary payments to the county are an insufficient remedy to a problem, Orange County can negotiate with UCF for a satisfactory resolution to the problem, and if there is no resolution, then Orange County has a &lt;span style="color:#ffff00;"&gt;paid staff of lobbyists&lt;/span&gt; who can take the matter to the state legislature and the governor. The solution here will ultimately be a political solution rather than the result of litigation. &lt;span style="color:#ffff00;"&gt;The political process is impacted by separate voices raised together for the same purpose&lt;/span&gt;: &lt;span style="color:#ffff00;"&gt;public hearings in which we can show the impact of UCF's growth on the residents of Orange County&lt;/span&gt;. &lt;/p&gt;&lt;p&gt;&lt;p&gt;&lt;br /&gt;&lt;span style="font-size:130%;"&gt;&lt;span style="color:#ffff00;"&gt;Now is the right time for a write in campaign to all the commissioners demanding our right to a public hearing on the UCF master plan, includingthe stadium&lt;/span&gt;.&lt;/span&gt; Crotty closed the public hearing on UCF's master plan minutes before the hearing (two years ago at least) took place, characterizing it as a closed working session, even though the public had been told that they could testify . Crotty assured the public that he would hold hearings at a later date and take public testimony. &lt;span style="color:#ffff00;"&gt;To date no hearing has been scheduled&lt;/span&gt;. Commissioner Segal has been trying to persuade Mayor Crotty to hold hearings, &lt;strong&gt;&lt;span style="color:#ffff00;"&gt;but has thus far encountered resistance&lt;/span&gt;. &lt;p&gt;&lt;br /&gt;&lt;span style="color:#ffff00;"&gt;It is important that we write all the commissioners because ultimately, if Crotty continues to resist, they will have to out vote him to order hearings.&lt;/span&gt;&lt;/strong&gt;I remind you that Commissioners Jacobs, Hartage, Sindler, and Stewart have always voted in support of our issues. Commissioner Fernandez is a new commissioner replacing Mary Johnson, but I think we can persuade her that hearings are appropriate. Realizing this, UCF has enlisted two area legislators to sponsor legislation that will basically take away access to public information from Susan and the rest of us.&lt;/p&gt;&lt;p&gt;"The main sponsors of the legislation are State Rep. Dean Cannon, R-Winter Park, and State Sen. Lee Constantine, R-Altamonte Springs. Cannon and UCF officials acknowledge that the proposed legislation was written mainly by the school, which then had it sponsored by the two legislators.&lt;/p&gt;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span class="general_text"&gt;&lt;span style="font-family:Trebuchet MS;"&gt;&lt;span class="article_text"&gt;&lt;p&gt;"Although the school is the author of the legislation, Cannon says it is not unfairly tilted in the school's favor. Oh, that's right, silly us. They want it to be green - inside and out. &lt;/p&gt;&lt;p&gt;The coalition is lobbying the District of Columbia Council to make the baseball stadium the nation's first certified environmentally friendly ballpark. Whether it's built on the Anacostia River waterfront or near the RFK Stadium, the new stadium would be located next to one of the nation's most polluted rivers, said Elliott Negin, spokesman for the Natural Resources Defense Council. &lt;/p&gt;&lt;p&gt;"We're talking potentially a lot of water pollution from a stadium," Negin said, noting that a stadium crowd consumes many millions of gallons of water over an 81-game season. Negin said a green stadium would be a good investment. "Not only would it be environmentally responsible, it would be fiscally responsible," he said. &lt;/p&gt;&lt;p&gt;They want a stadium built with state-of-the-art techniques that minimize water pollution, reduce waste and save energy, as well as trees and green space to prevent storm water runoff from parking lots from reaching the Anacostia. &lt;/p&gt;&lt;p&gt;Gillette Stadium, built in 2002 for the New England Patriots, is a good example, Negin said. It was built with an onsite wastewater treatment plant that recirculates as much as 80 percent of the stadium's up to 1 million gallons of wastewater on a game nights. The system collects and treats the "gray" water before pumping it back into toilets and urinals. &lt;/p&gt;&lt;p&gt;"While there is a larger upfront cost, they always pay off in the long run," said Andy Fellows of Clean Water Action. &lt;/p&gt;&lt;p&gt;It's estimated that the extra cost of a green building is less than 2 percent of a construction budget - costs that are made up through energy efficiency and water savings, Fellows said. &lt;/p&gt;&lt;p&gt;The D.C. Council hasn't yet considered any amendments to its financing plan that would mandate environmental measures, but Councilman Phil Mendelson, D-At-Large, is willing to take the lead, said spokesman Alec Evans. He said Mendelson may propose an amendment as early as next week. &lt;/p&gt;&lt;p&gt;The council may have its hands full just passing the financing package, said Councilman Harold Brazil, D-At-Large. But, he said the environmental proposals sound like a good idea. &lt;/p&gt;&lt;p&gt;"We need to learn more about it and talk more about it," Brazil said. "If there are some things that are cost-effective, we can work that into what we're doing."&lt;/p&gt;&lt;p&gt;The environmental coalition wants the stadium to include enough efficiency components so that it could be certified by the U.S. Green Building Council. But the practical gains of cleaning up the river may bring an even more valuable political edge for the mayor's plan. &lt;/p&gt;&lt;p&gt;"I'm not a baseball fan," said Thomas Arrasmith of the Anacostia Watershed Citizens Advisory Committee. "If bringing baseball and putting a stadium there would be an engine for cleaning up the Anacostia, I'd be an avid supporter." &lt;/p&gt;&lt;p&gt;Arrasmith proposed that the Council dedicate $5 million from the mayor's proposed community benefit package for a fund to clean up the Anacostia River. That money could fund some simple projects to filter gas and oil pollution from runoff or to help clean up smaller tributaries to the river that run through Maryland, said Doug Siglin of the Chesapeake Bay Foundation. &lt;/p&gt;&lt;p&gt;The biggest problem, Arrasmith said, is the raw sewage that often overflows into the river during heavy rains because of the city's antiquated combined sewer system.&lt;/p&gt;&lt;p&gt;"If they build it they will come," Negin said. Talk with your classmates</title><content type='html'>I can understand the need for a proper debate on the issue at hand. One thing we don't need at an institution like UCF is complete loyalty to our Administration. And I believe that a debate is what the homeowners would prefer; a televised hearing of the issues that concern them. There isn't a likely chance any one group could stop the construction of this stadium since the majority, if not all of the funding is directly from private sponsors and donations. The issue that is pressing to these homeowners and the reason why students and even faculty would be involved is the lack of accountability on UCF's side. The Central Florida Sierra Club has consistently shown that UCF's Administration lacked proper studies when constructing on undeveloped land. The Administration strategically left the stadium out of the Master Plan hearings. UCF has even gone as far as to quiet their own students at public hearings.&lt;br /&gt;A number of people have begun to ask me why I choose to fight on the side of the homeowners or basically anyone that UCF has stepped over to accomplish their goals. I agree with them that there needs to be accountability of this and any institution. Furthermore, it is inherently unwise to treat any hierarchy of any large institution that governs over a populace as a benevolent leader to its citizens. UCF is a business, and as such, serves other interests. These people like Susan Eberle are continually fighting to keep an institution responsible for its actions. She's fighting for more dorms instead of parking lots. She's fighting for more professors instead of Administrative self-raises. But you can look up all that info at the Central Florida Sierra Club website.&lt;br /&gt;This site doesn't have much background info as of yet, mainly because we just revamped it with a few important posts on Monday night, and we didn't expect this much publicity yet. I think people and students should debate the issue instead of relying solely on UCF to handle everything.
